Nord Stream: Environmental Impact Assessments and Permitting Processes

Nord Stream has spent more than 100 million euros on environmental impact studies and planning, exceeding all previous investigations for a single project in the Baltic Sea environment. This information was submitted in an extensive report to all Baltic Sea countries.

As the Nord Stream Pipeline passes through the territorial waters and/or the Exclusive Economic Zones (EEZs) of Russia, Finland, Sweden, Denmark, and Germany, permits to construct and operate the pipeline must be obtained from each of these five countries in accordance with their national legislation. 

As other countries around the Baltic Sea could also be affected, the international consultations included Poland, Lithuania, Latvia and Estonia. These parties, under the guidelines of the Espoo Convention, all assessed the environmental impact of the project at the early stage of planning, and notified and consulted one another on the project. 

A Coordinated Approach to Environmental Protection

Since April 2006, Nord Stream participated in 16 Espoo meetings bringing together the focal points of all the Baltic Sea countries. These designated country representatives met with one another and with Nord Stream as the project developer, regularly to assess the progress of the preparation and ensuing structure of the Espoo Report and discuss and coordinate further steps in the planning and approval procedures. Nord Stream’s so-called Espoo Report summarises the transboundary impacts that the pipeline could have on the environment.

National legislation generally requires an Environmental Impact Assessment (EIA) to be completed as a prerequisite for a national permit. The EIAs and the Espoo Report are based on a broad range of surveys as well as on data from independent experts and research institutions.
